Jay Sayta

Gaming Lawyer, Regulatory Consultant, Media Commentator
As a pioneer in the complex world of Indian gaming laws, my career has been dedicated to bringing transparency and modern reform to a century-old legal landscape. This autobiography chronicles my journey from founding GLaws.in as a law student to becoming a leading authority on technology and gambling policy. I detail my strategic legal challenges, such as the PIL in the Bombay High Court regarding the Maharashtra Casino Act, and my ongoing consultancy work for global gaming brands. Through the integrated HTML tables, I provide a clear roadmap of my professional milestones and direct access to my published research on the legality of "Games of Skill."

As an expert in the intricate and often archaic landscape of Indian gambling laws, my journey has been one of persistence, research, and a commitment to transparency in a sector often shrouded in mystery. My name is Jay Sayta, and for over a decade, I have dedicated my career to analyzing, challenging, and shaping the discourse around gaming and technology laws in India.

The Genesis: From Law Student to Industry Authority

My fascination with the intersection of law and luck began not in a high-stakes casino, but in the library of the West Bengal National University of Juridical Sciences (NUJS), Kolkata. In 2010, while still a first-year law student, I stumbled upon a startling realization: India’s gambling policies were largely dictated by the Public Gambling Act of 1867—a piece of legislation enacted by the British Crown before the invention of the lightbulb, let alone the internet.

Driven by a desire to bridge the information gap, I launched GLaws.in in October 2010. It was India’s first and only website dedicated to monitoring developments in the gaming industry and its legal framework. What started as a student blog quickly evolved into a vital resource for entrepreneurs, lawyers, and policymakers. My early research led to my first major academic publication in the NUJS Law Review in 2012, where I explored the «Legality of Poker and Other Games of Skill,» a theme that would define much of my future work.

Breaking the Silence: The PIL and Legal Reform

One of the defining moments of my career occurred in 2015. While researching forgotten statutes, I discovered that Maharashtra had actually legalized casinos four decades earlier via the Maharashtra Casinos (Control and Tax) Act, 1976. The law had been passed by the legislature and signed by the Governor but was never notified by the government.

I filed a Public Interest Litigation (PIL) in the Bombay High Court to enforce this dormant act. This legal battle forced the state government to officially consider the implementation of casino legislation. While the road to full legalization in Maharashtra remains long, this action brought the conversation into the mainstream and highlighted the government’s duty to act on its own statutes.

Bridging Law and Policy

After graduating from NUJS, I spent time at Luthra & Luthra Law Offices, one of India’s premier firms, where I sharpened my commercial legal skills. However, my passion for the niche field of gaming law called me back to independent practice and consultancy.

I have since acted as a regulatory consultant for top international fantasy sports entrepreneurs, poker brands, and lottery companies. My role is often that of a translator—helping stakeholders understand the shifting «Game of Skill» vs. «Game of Chance» rationale used by Indian courts and navigating the complexities of 28% GST on online gaming.

Below, I have outlined the primary milestones of my professional journey.

Thought Leadership and Media Presence

I believe that legal expertise is most effective when it is accessible. Over the years, I have written extensively for mainstream publications to educate the public on the necessity of a regulated gaming regime. My columns have appeared in The Statesman, Scroll.in, The Wire, and Swarajya. I am also frequently quoted as a subject matter expert in national and international outlets like the Times of India, Economic Times, and Financial Times.

In 2018, I filed a Right to Information (RTI) query to the Law Commission of India to highlight their inaction on the review of online betting, further pushing for accountability in the reform process.

The Road Ahead: Toward a Regulated Future

Today, the real-money gaming industry in India is at a crossroads. With the recent imposition of high GST rates and various state-level bans being challenged in high courts, the need for expert legal navigation has never been greater.

My mission remains unchanged: to advocate for a regulated regime that protects consumers, prevents addiction, and generates revenue for the state, while allowing the spirit of entrepreneurship in the technology sector to thrive. Whether it is through my advisory work with fantasy sports unicorns or my editorial contributions to G2G News, I continue to push for a modern legal framework that recognizes the 21st-century reality of online gaming.

As a lawyer and a policy consultant, I am proud to have played a part in moving the needle of Indian gambling law from «pernicious activity» toward «regulated industry.»
